Compliance requirements

The bidder must confirm that none of the exclusion grounds set out in Section 95(1) of the Public Procurement Act apply to it. The contracting authority may also exclude a bidder if the grounds in Section 95(4) apply. Before contract award, the contracting authority will verify, on the basis of evidence, at least the absence of the exclusion grounds referred to in Section 95(1). In addition, the bid must confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens or residents of the Russian Federation, or undertakings established in Russia, or persons/entities owned or controlled by them or acting on their instructions. It must also be confirmed that the offered goods are not the object of international sanctions and do not originate from sanctioned territories.

Qualification criteria and exclusion grounds

The bidder, including a joint bidder, must hold, on the date of submission of the bid, an operating licence at the place where the service will be provided for outpatient oral, facial and maxillofacial surgery services. The bid must state the licence number or numbers and confirm that the service will be provided in the premises on which the licence was issued. The bidder’s 2025 net turnover from healthcare services must be at least EUR 124,346; the required turnover is calculated per one doctor working full-time in outpatient consultations and increases proportionally with the number of doctors and the workload stated in the bid. The bidder must have provided outpatient oral and maxillofacial surgery services at least 50 times during the 12 months preceding the date of the decision to launch the procurement. The bidder must also have experience in providing e-consultations in the offered specialty, or, by the bid deadline, be ready to provide them, where such e-consultations are required by law for that specialty. The bid must include the completed bid form, the doctors’ confirmation, the healthcare institution’s confirmation and any other documents required by the form; in the case of a joint bid, a power of attorney for the joint bidders must also be included.
