Compliance requirements
The contracting authority will exclude a bidder if a ground for exclusion under § 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under § 95(4) applies. When submitting the bid, the bidder must confirm that no such exclusion grounds apply. Before signing the contract, the contracting authority will verify the absence of the exclusion grounds listed in § 95(1) on the basis of evidence. In addition, the bidder must confirm that subcontractors and suppliers representing more than 10% of the contract value are not citizens, residents or companies established in the Russian Federation, are not directly or indirectly more than 50% owned or controlled by such persons or entities, and do not act on their instructions. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.
Qualification criteria and exclusion grounds
The bidder must hold, on the day the bid is submitted, an operating licence at the place of service delivery for outpatient otorhinolaryngology services. If the bidder also wishes to provide otorhinolaryngology day surgery services, it must also hold the relevant operating licence and an operating licence for anaesthesiology services. The bid must state the licence number or numbers and include confirmation that the service will be provided in the premises on which the licence was issued.
The bidder’s 2025 net turnover from healthcare services must be at least EUR 121,462 per doctor providing outpatient full-time appointments; the requirement increases proportionally according to the number of doctors and the workload stated in the bid. If the bidder also wishes to provide gynaecology day surgery services, the 2025 net turnover from healthcare services must be at least EUR 39,453 in addition to the previous requirement.
During the 12 months preceding the date of the decision to launch the procurement, the bidder must have provided outpatient otorhinolaryngology services at least 50 times. If the bidder also wishes to provide otorhinolaryngology day surgery services, it must have provided those services at least 12 times during the same period. If the day surgery services were provided on a paid basis, copies of the discharge summaries for the relevant 12-month period must be attached with the patient’s personal data masked.
At the time of bid submission, the bidder must have a working ultrasound device with vaginal and rectal examination capability at each service location offered. The bid must include documents proving acquisition of the device and a photo showing the device’s unique serial number.
The bidder must have provided e-consultations in the offered specialty during the 12 calendar months preceding the month in which the decision to launch the procurement was made, or must be ready to provide e-consultations through the health information system by the bid deadline, if this is required by law for the relevant specialty. The bid must include a confirmation to that effect.
The bid must include the completed bid form, the doctors’ confirmation, the healthcare provider’s confirmation and any other required documents. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include precise requirements; these must be checked in the procurement documents.
