Compliance requirements

The contracting authority will exclude a bidder if a ground for exclusion under section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under section 95(4) applies. When submitting the tender, the bidder must confirm that no exclusion grounds apply. Before signing the contract, the contracting authority will verify the absence of the grounds listed in section 95(1) on the basis of evidence.

Qualification criteria and exclusion grounds

At the time of submitting the tender, the bidder must hold an operating licence at the place of service delivery for outpatient psychiatric services, including child psychiatry where applicable, and must provide the licence number and confirm that the service will be delivered in the premises on which the licence was issued. The 2025 net turnover from healthcare services must be at least EUR 34,826; this requirement increases proportionally with the number of doctors and the workload included in the tender. The bidder must have provided outpatient psychiatric services at least 50 times during the 12 months preceding the date on which the contract notice decision was made, or otherwise demonstrate the required experience. In addition, at each place of service delivery on the date of submission, the bidder must have a working ultrasound device capable of vaginal and rectal examinations, and must submit documents proving acquisition of the device and a photo showing the unique serial number. For e-consultations, the bidder must have provided e-consultations in the offered specialty during the previous 12 calendar months, or be ready by the tender deadline to provide them through the health information system. The tender must include the completed tender form, doctors’ confirmation, healthcare institution confirmation and any other required documents; in the case of a joint tender, a joint bidders’ power of attorney must also be included.
