Compliance requirements

The contracting authority will exclude a bidder if a mandatory exclusion ground under Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under Section 95(4) applies. When submitting the bid, the bidder must confirm that no exclusion grounds apply. Before contract award, the contracting authority will verify the absence of the grounds referred to in Section 95(1) on the basis of evidence.

Qualification criteria and exclusion grounds

The bidder, including a joint bidder, must hold, on the day the bid is submitted, an operating licence at the place of service delivery for outpatient urology services or outpatient urology-andrology services. The bid must state the licence number, or the numbers of all licences if there is more than one, and confirm that the service will be provided in the premises on which the licence was issued. The bidder’s 2025 net turnover from healthcare services must be at least EUR 161,937. The required turnover is calculated per doctor providing outpatient full-time appointments and increases proportionally with the number and workload of doctors included in the bid. The turnover must be declared in the public procurement register. The bidder must have provided outpatient urology services at least 50 times during the 12 months preceding the day on which the decision to launch the procurement was made. In addition, the bidder must have experience in providing e-consultations, or be ready to provide e-consultations through the health information system, where this is required by law for the relevant specialty. The bidder must submit a confirmation of this. The bid must include the completed bid form, the doctors’ confirmation, the healthcare institution’s confirmation and any other documents required by the bid form. In the case of a joint bid, a power of attorney for the joint bidders must be included. The bidder must indicate any trade secrets and justify their designation. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value are not Russian citizens, residents, or entities established in the Russian Federation, or persons controlled by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
