Compliance requirements
The contracting authority will exclude a bidder if a mandatory exclusion ground under section 95(1) of the Public Procurement Act applies, and may exclude a bidder if a ground under section 95(4) applies. When submitting the bid, the bidder must confirm that no such exclusion grounds exist. Before signing the contract, the contracting authority will verify the absence of the grounds listed in section 95(1) on the basis of evidence.
Qualification criteria and exclusion grounds
The bidder, including a joint bidder, must hold, on the date of submission, an operating licence at the place of service for outpatient vascular surgery services, outpatient vascular surgery services or outpatient cardiovascular surgery services. If the bidder also wants to provide day surgery or inpatient vascular surgery services, the relevant licences and conditions must also be in place. The bidder must provide the licence number and confirm that the service will be provided in the premises on which the licence was issued.
The bidder’s 2025 net turnover from healthcare services must be at least EUR 73,784. If the bidder also wants to provide vascular surgery day surgery services, an additional requirement of EUR 45,161 applies; if inpatient vascular surgery services are also offered, an additional requirement of EUR 269,385 applies. The turnover requirement increases proportionally according to the number of doctors and workload stated in the bid.
The bidder must have provided outpatient vascular surgery services at least 50 times during the 12 months preceding the date of the decision to announce the tender. If the bidder also wants to provide day surgery services, it must have provided them at least 12 times; for paid services, copies of the epikrisis documents with the patient’s personal data masked must be attached. If the bidder also wants to provide inpatient services, it must have provided them at least 12 times.
The bidder must submit the completed bid form, the doctors’ confirmation, the healthcare institution’s confirmation and any other documents required in the bid form. In the case of a joint bid, a power of attorney from the joint bidders must be attached. If desired, the bidder may also submit an application for additional services. The bidder must also confirm experience or readiness to provide e-consultations where this is required for the relevant specialty.
