Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the ESPD, including criminal organisation, corruption, fraud and other listed grounds in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The notice also refers to the possibility of electronic evidence for some grounds.
Qualification criteria and exclusion grounds
The bidder must provide average annual turnover data for the period 01/01/2023–31/12/2025. The minimum required turnover is EUR 200,000.
The bidder must have prior experience in the sale of lifting and load-securing equipment. This requirement is met if, within the 36 months before the start of the procurement, the bidder has properly performed at least 1 contract or order with a total value of at least EUR 20,000 excluding VAT. The ESPD must include the completed contract details; up to 10 contracts may be relied on.
If the bidder relies on the experience of another entity, including a subcontractor or a joint bidder, an ESPD signed by that entity must also be submitted, together with a clear statement of the part it will perform under the contract. Joint bidders may rely on each other’s experience.
The bid must comply with the tender documents and, where relevant, equivalent solutions must be explained and supported by evidence. The bid form must be completed according to the required structure. If the bidder marks information as a trade secret, a short justification must be provided. If the bid is a joint bid, a power of attorney for the joint bidders must be attached.
