Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The notice also includes a sanctions-related confirmation: the bidder must not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or persons linked to them.
Qualification criteria and exclusion grounds
The bidder must hold a valid community transport licence authorising it to provide the relevant service and must submit a copy of the licence. Financial capacity requirement: the total net turnover for the last three closed financial years must be at least EUR 100,000; the successful bidder must provide an extract from the last three annual reports if the data are not publicly available to the contracting authority. Technical capacity requirement: the bidder must provide details of at least 3 service contracts completed within the last 36 months that match the characteristics of this tender, including their value, dates and the other contracting parties. The buses used during the contract period must not be older than 15 years, and compliance with technical standards must be proven with copies of technical passports and a list of vehicles. If service is interrupted, a replacement bus must be dispatched within 1 hour. All bus drivers used in service delivery must speak Estonian at least at B1 level.
