Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that none of the listed grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences and other mandatory exclusion grounds set out in the ESPD. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning and proof of restored reliability. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have successfully performed at least three software development or further development contracts in the last 36 months, where the developed solution works as a web application. Each reference contract must have a total value of at least EUR 200,000 excluding VAT. The bid must include a list of reference contracts, the contract title, client name, performance period, contract value and a short description; if a reference comes from a public procurement procedure, the corresponding reference number must also be provided. The bid must also include the team composition listed in Annex 1.2, the competence list for each specialist according to Annexes 1.2.1–1.2.8, the specialist’s signature, and written confirmations from the clients of the reference projects or contracts. The bid must comply with the tender documents, conditional bids are not allowed, and equivalent solutions must be supported by evidence where needed. The machine-readable notice did not include all precise qualification or compliance requirements; the official tender documents must be checked for any additional required forms and evidence.
