Compliance requirements
The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, a terrorist offence, or another similar serious offence, where relevant to the procurement. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures to restore reliability. The machine-readable notice listed the exclusion grounds, but the full set should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 3 software solution development or further development contracts during the last 36 months, where the resulting solution operates on a web application basis. Each reference contract must have a total value of at least EUR 200,000 excluding VAT. The bid must include a list of reference contracts, the contract title, the client name, the contract performance period, the contract value and a short description showing compliance with the requirement; if a contract was awarded through public procurement, the relevant procurement reference number must also be provided. The contracting authority may request additional information or evidence if necessary. In addition, the bidder must submit the team composition in Annex 1.2 and, for each role, a list of the specialist’s competences signed by the specialist. The bid must also include written confirmations from the clients of the reference projects or contracts showing the specialist’s participation in the relevant project or contract performance. The bid must comply with the procurement documents, conditional bids are not allowed, and equivalence must be explained and supported by evidence where necessary. A trial task must be submitted in accordance with the requirements set out in Annex 1.3. The bidder must also confirm that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens or residents of the Russian Federation, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of or persons acting under the instructions of such persons or entities.
