Compliance requirements
The bidder must confirm that neither the bidder nor its management, supervisory or controlling body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 90,000. The bidder must provide turnover data for the 2025, 2024 and 2023 financial years, or other proof if the information is not publicly available to the contracting authority from public registers. For technical capacity, the bidder must have completed at least one similar design contract within the last 36 months, acting as the main contractor, where the designed building or building complex had a closed net floor area of at least 200 m2 and the work covered at least the preliminary design stage with a building permit or acceptance by the client. Similar experience must cover the architectural, structural, building services, electrical, fire safety and energy performance parts. The tender must comply with the procurement documents, conditional tenders are not allowed, a joint tender requires a power of attorney, and equivalence must be explained with supporting evidence where relevant.
