Compliance requirements

The contracting authority checks the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder. The bidder must confirm that none of those grounds apply and, if necessary, provide the relevant evidence before the contract is signed. A direct or indirect link to the preparation of the procurement, a conflict of interest, insolvency, or a serious breach of previous public contracts may also be grounds for exclusion. The bidder must also confirm that no restriction applies to its right to submit a tender based on the bidder’s country of establishment or residence, if the contracting authority has imposed such a restriction.

Qualification criteria and exclusion grounds

For Part I, the team must include a subject matter expert with at least a master’s degree in social sciences in the field of psychology or social work and counselling. The subject matter expert must have at least 1 year of experience in the last 5 years as a supervisor, psychologist or therapist in the relevant field, experience in the last 5 years of preparing at least 3 articles or training materials or delivering at least 3 continuing training courses or seminars, and experience with applying adult learning principles in an e-learning context. Proof of education and a signed CV must be submitted. For Part II, the team must include at least one instructional designer/production coordinator and at least one producer of video and audio files. The instructional designer/production coordinator must have higher education, experience in creating at least 2 self-paced e-courses (at least 8 academic hours) in the last 5 years, the ability to work with Articulate Rise 360, experience in adult education, and experience in managing at least one e-course development project in the last 5 years. Proof of education and a signed CV must be submitted. In addition, the e-course content development programme form and, for Part II, a description of service delivery and examples of video and audio clips must be submitted if required by the tender documents. The bid must comply with all conditions set out in the procurement documents, and where equivalence is used it must be explained and supporting evidence attached. If the machine-readable notice did not include precise qualification or compliance requirements, they must be checked in the tender documents.
