Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour or other forms of trafficking in human beings, or any other exclusion grounds named in the tender. If an exclusion ground applies, evidence of self-cleaning measures may need to be provided. For subcontractors, first-tier subcontractors are checked during contract performance; if they participate directly in performance, the same declarations and details may be required.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for 01.01.2023–31.12.2025 must be at least EUR 130,000. As an experience requirement, the bidder must have performed at least 2 contracts within the last 60 months in which a public water supply wastewater treatment plant with a pollution load of at least 250 population equivalents was built or fully reconstructed together with a SCADA remote monitoring and control system; if the SCADA solution was not installed in the same project, competence in SCADA installation must be demonstrated by a separate reference project. The bidder’s team must include a project manager, site manager, design team leader, and electrical and automation specialist; the project manager and site manager may be the same person if both role requirements are met. The project manager and site manager must be water supply and sewerage engineers (level 6) with specialisation in external water supply and sewerage and a qualification in construction management or an equivalent certificate from the country of establishment. The design team leader must be a certified water supply and sewerage engineer (level 7) with specialisation in design management or an equivalent certificate. The electrical and automation specialist must hold electrical works competence class B or an equivalent competence certificate. The bidder, its joint bidder or subcontractor must be registered in the commercial register (MTR) or an equivalent professional register in the country of establishment for activities covering construction of public water supply and sewerage systems, road construction, and design and construction of electrical installations. If the bid is signed by a person without signing authority, a power of attorney must be submitted. If joint bidding or subcontractors are used, the relevant confirmations and consents must be provided. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
