Compliance requirements
The bidder must confirm that neither it nor the members of its management or representative bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or other offences listed in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. Information related to payment of taxes and social security contributions must also be confirmed if required by the tender documents.
Qualification criteria and exclusion grounds
To make the bid compliant, a solution description must be submitted covering project management and the cooperation model with the contracting authority, the composition and competence of the research team and the division of roles, as well as quality control for the work. The team must include at least four responsible team members, including at least one project manager. For each team member, the name, role in service delivery and justification of suitability based on knowledge and experience must be provided. The bid must confirm compliance with the procurement documents. In addition, it must be confirmed that subcontractors or suppliers representing more than 10% of the contract value are not Russian citizens, residents or businesses established in Russia, and are not more than 50% owned by such persons or entities and do not act on their instructions. In the case of a joint bid, a power of attorney for the joint bidders must be included. When marking business secrets, the bidder must justify why the information is confidential, but the bid price and other numerical indicators used for award evaluation may not be marked as business secrets.
