Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation and corruption. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must have provided a similar fire safety service for at least two objects during the 36 months before the publication date of the contract notice. A list of previous services must be submitted, showing the service content, scope, period of performance and client details. If requested, client confirmations must also be provided, and the procurement reference number must be included if the work was carried out as a public procurement. For service delivery, the bidder must involve a specialist who meets the requirements of Section 41 of the Fire Safety Act and holds either a Fire Safety Specialist, Level 5, or Fire Safety Expert, Level 6 certificate. If the certificate data are not available in the professional register, a copy of the certificate must be included in the tender. The tender must comply with all conditions set out in the procurement documents. Conditional tenders are not allowed. If the bidder relies on the capacities of another company, that company’s ESPD and written consent must be submitted and the other company must be added as a subcontractor. The machine-readable notice did not include precise qualification or compliance requirements; they must be checked in the official tender documents.
