Compliance requirements
The bidder and its management must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering, or terrorist financing. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where the procurement rules allow it. The machine-readable notice did not include all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
During the contract period, the bidder must have at least one maintenance technician employed or otherwise working for the bidder under a contractual arrangement, and that technician must have manufacturer training for the maintenance and repair of all devices named in the tender documents. If one person is not trained for all devices, the requirement must be met by several suitably trained technicians so that each device has at least one maintenance technician with the relevant training. The bidder must submit a confirmation in the ESPD and copies of certificates issued by the manufacturers proving the technician’s training. In addition, the bid must include the joint bidders’ power of attorney if the bid is submitted jointly, the manufacturers’ maintenance plans, the bid price form, and confirmation that the bid complies with the procurement documents and that equivalence has been demonstrated where necessary.
