Compliance requirements

The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The tender must comply with the conditions set out in the tender documents and the technical specification. The bidder must submit the buyer’s price form and prove that it has at least 6 fuel stations in Tallinn, at least 2 in Tartu, and at least 1 in Pärnu, Narva, Jõhvi, Rakvere, Paide or alternatively in Türi or Mäo, Kuressaare, Viljandi, Valga, Võru and Haapsalu. At least one of the Tallinn stations and at least one of the Tartu stations must be technically capable of dispensing fuel during an officially declared crisis situation, including a power outage. The bid must also confirm the possibilities for using customer cards and, where cross-use is shown on the basis of cooperation agreements, submit certified extracts from those agreements. In addition, the bidder must confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or if they are controlled by such persons or entities.
