Compliance requirements
The tender documents include the standard exclusion grounds, including criminal organisation, corruption, fraud and other mandatory grounds. The bidder or its management/representation persons must not have a final conviction within the relevant period, unless the tender documents allow self-cleaning and the bidder provides evidence of remedial measures. For subcontractors, the first-tier subcontractors are also checked for exclusion grounds, and they must submit the ESPD. The machine-readable notice did not include the full list in a concise form; the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must involve a project manager in the design service who holds at least one of the following professional qualifications: authorised architect level 7 or equivalent, authorised landscape architect level 7 or equivalent, or authorised civil engineer level 8 (roads) or equivalent. A CV for the project manager must be submitted, showing the qualification and experience. If the project manager is replaced, the substitute must have equivalent competence. The bid must also confirm compliance with the tender documents, use the required bid price structure, and include explanations and evidence of equivalence where applicable. If subcontractors are used, they must comply with the sanctions requirement: no subcontractor representing more than 10% of the contract value may be a Russian citizen, resident, or an undertaking established in the Russian Federation, or a person/entity owned or controlled by them. First-tier subcontractors must submit the ESPD, and their exclusion grounds are checked.
