Compliance requirements

The tender documents include the standard exclusion grounds from the Public Procurement Act, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, as well as the other mandatory exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by law or the tender documents.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its home country, where such registration is required by law. For this service contract, the bidder must hold the operating licence referred to in section 15(1) of the Insurance Activities Act, or an equivalent licence if the bidder is established abroad. The contracting authority may check the licence from public registers and may request proof if it is not freely available. The bidder must also confirm that the bid complies with the tender documents, submit a joint bidders’ power of attorney if the bid is joint, and provide the names and personal identification codes of authorised persons who are not visible in the commercial register, or confirm that such persons do not exist.
