Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with power of representation, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds and any evidence requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
For lot 1, the maintenance and repair service, the service provider must have, or employ, a person with a motor vehicle technician qualification of at least level 4 or equivalent. The contracting authority will verify this through the Estonian Qualifications Authority. According to the compliance requirements, the maintenance and repair service point must be located no more than 15 km from the Võru municipal office; if the workshop is farther away, the service provider must transport the vehicle to and from the workshop at its own expense. The bidder must confirm that it keeps records of the maintenance and repair work performed and that the bid complies with all tender document requirements. Conditional bids are not allowed. The bid price must be submitted in the required structure. In the case of a joint bid, a authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The machine-readable notice did not include further precise qualification or compliance requirements; the rest must be checked in the tender documents.
