Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and declarations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 35,000. Joint bidders may aggregate turnover. The bidder must provide turnover information and, on request, an extract from the latest annual report or other evidence if the data are not publicly available. For technical and professional capacity, the bidder must have performed at least one similar service contract completed within the last 36 months, with a value of at least EUR 25,000 excluding VAT. A similar service means information system development and/or maintenance on the Microsoft SharePoint platform, including analysis, architecture, software development, testing, role-based user administration, data processing functionality, workflow automation and user interface development. The bidder must provide a list of contracts and, on request, a client certificate and a description of the contract subject. In addition, the bidder must have a minimum 5-person development team for contract performance, and key persons must be able to work with the client in Estonian and understand Estonian- and English-language technical and functional specifications. If the bidder relies on another entity’s resources, the bidder must also provide that entity’s details and the required consents.
