Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, supervisory or controlling bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, child labour or other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover must be at least EUR 20,000 in each required financial year. Within the 36 months preceding the start of the procurement, the bidder must have performed at least 2 contracts, each worth at least EUR 15,000 excluding VAT, for the sale, rental, lease or hire of furniture. The tender must include completed RSD Annex 1 Form A, Form B and Form C and must comply with the requirements set out in Section 7 of the RSD and in the procurement documents. The bidder must also confirm that the tender has been properly prepared and submitted, that any business secrets have been identified and justified, that a power of attorney has been attached in the case of a joint tender, and that the total contract price has been entered in eRHR excluding VAT. For the furniture, the bidder must confirm that only legally harvested wood is used, that REACH candidate substances above 0.1% by mass are declared, that disassembly and repair instructions are provided, and that a warranty of at least 3 years and spare parts or equivalent components are available for at least 3 years after delivery.
