Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds listed in the ESPD. If necessary, explanations and evidence of self-cleaning must be provided. For subcontractors, the bidder must confirm that it will not use a subcontractor that is subject to replacement during contract performance.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional ability by having completed at least two similar construction works within the 60 months preceding the start of the procurement. A similar work means construction or reconstruction of a building with at least 500 m2 of enclosed net floor area, and each building must have been issued an occupancy permit or occupancy notice. The bidder must provide a short description of the works, net floor area, performance period, client details and, where applicable, reference numbers, and must submit evidence of proper performance upon the contracting authority’s request. The person responsible for the bidder’s construction works must have at least 5 years of experience in managing building construction and/or reconstruction works from the date of obtaining professional education, and experience in managing at least two buildings with an enclosed net floor area of at least 500 m2 within the last 60 months. The tender must be submitted in the structure required by the tender documents, and the bidder must visit the site before submitting the tender and provide the contracting authority’s confirmation of the site visit.
