Compliance requirements
The bidder must confirm the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory grounds set out in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by law or by the tender documents. The machine-readable notice does not provide more detailed exclusion-ground requirements beyond these standard ESPD grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have successfully completed at least 1 similar contract in the 36 months before the publication date of the contract notice. The reference contract must concern website development, be usable on different devices, comply with WCAG level AA or equivalent, and comply with GDPR requirements. The value of the similar contract must be at least EUR 10,000 excluding VAT. The bidder must submit the developer’s CV with the website address and the client’s contact details. In addition, the bidder must submit a bid concept, a work plan and a risk analysis. If equivalence is relied on, it must be explained and supporting evidence must be attached.
