Compliance requirements
The bidder must confirm the usual exclusion grounds, including that neither the bidder nor the members of its management body have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, use of child labour or other forms of human trafficking. It must also confirm that no other exclusion grounds listed in the tender documents apply. If any ground exists, the bidder may submit evidence of self-cleaning, where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
For Lot 1, the bidder’s net turnover for the financial years 2025, 2024 and 2023 must be at least EUR 50,000 in each year. If the bid is submitted for several lots, the required turnover must be at least the sum of the relevant lots. For Lot 2, the bidder’s net turnover for the financial years 2025, 2024 and 2023 must be at least EUR 80,000 in each year. If the bid is submitted for several lots, the required turnover must be at least the sum of the relevant lots. For Lot 1, the bidder must involve a specialist or project manager for the relevant building subdiscipline who holds at least the professional certificate “Security Systems Designer, Level 6” and the selected competence “Design of emergency lighting” or an equivalent qualification. Basic qualifications based only on education are not considered equivalent. If the certificate was issued in Estonia, the contracting authority will check it in the public professional register; if it was issued abroad, the bidder must submit the document proving the professional qualification and the confirmation from the competent Estonian authority that it corresponds to the required qualification. The bidder must submit the participation application on Form 2, the price table on Form 3 and the specialists’ CVs on Form 4. The bid must comply with all tender document requirements and any equivalence must be demonstrated where needed.
