Compliance requirements
The bidder is checked against the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud and other grounds laid down in the Public Procurement Act. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and all explanations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 3 similar low-voltage system construction works as main contractor or subcontractor during the last 60 months. A similar work means the construction and commissioning setup of a low-voltage system in a new or reconstructed building, including alarm and surveillance systems, video surveillance, access control, automatic fire alarm systems, and communication and computer networks. To prove this, the bidder must provide a description of the works, total amount, currency, client and contact details, and the period. In addition, the bidder must submit proof of the mandatory site visit, proof of review of restricted documents, where applicable the joint bidders' power of attorney, the bidder's representative power of attorney, subcontractor information, confirmation that the bid complies with the tender requirements, confirmation of the joint bidders' power of attorney where relevant, a description of trade secrets, and confirmation that no subcontractor subject to replacement under § 122(7) of the Public Procurement Act will be used. If any precise form or evidence requirement is missing from the machine-readable notice, it must be checked in the tender documents.
