Compliance requirements
The bidder and its management bodies are checked for the usual exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing, and the other grounds listed in the ESPD. If any ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible self-cleaning conditions must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least 1 properly performed design contract for a road, street, bicycle path and pedestrian path, or other traffic facility, completed within the 36 months before the start of the procurement, with a value of at least EUR 30,000 excluding VAT. The bidder must provide the reference contract title, client name, contract value, performance period and contact person details; if the contract was awarded through a public procurement procedure, the procurement reference number must also be provided. The design work must involve a road design specialist with a diploma engineer qualification in road engineering at level 7 or an equivalent qualification. The lighting design must involve an electrical engineer with a valid professional certificate at least at level 7 or an equivalent qualification. The bidder must provide the names, positions and qualification evidence for these specialists. The bid must comply with the tender documents, and conditional bids are not allowed.
