Compliance requirements
The bidder must confirm that neither it nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or child labour and other forms of trafficking in human beings. It must also confirm compliance with tax obligations. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any required confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 2 construction contracts in the last 60 months, under which a building roof was reconstructed or replaced. At least one reference project had to have a roof area of at least 500 m². To prove this, the bidder must provide a description of the reference contracts, the total amount, the client details, contact details and any other required information. The tender must be submitted in the structure set out in the tender documents, and conditional tenders are not allowed. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
