Compliance requirements
The bidder must confirm that neither it nor members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing. The machine-readable notice did not include the exact remaining exclusion grounds; these must be checked in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. The bidder’s annual turnover in the field covered by the contract must be at least EUR 200,000 in each of the last three completed financial years. The bidder must have at least one contract reference from the last 36 months for perchloroethylene-free cleaning services, covering a total period of at least 12 months. As compliance requirements, the bidder must confirm that it will not use subcontractors or suppliers representing more than 10% of the contract value if they are Russian citizens, residents, or companies established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act under their instructions. In a joint bid, the bidder must provide a power of attorney for the joint bidders. For cleaning agents, a list must be submitted together with the product sheet and safety data sheet for each agent. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
