Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. Where applicable, the bidder must provide the date of conviction, the reason, the convicted person, the duration of exclusion and any self-cleaning measures. If the information is electronically available, the relevant references must also be provided. The ESPD also contains sanctions-related declarations concerning subcontractors and suppliers, as well as a confirmation that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used in contract performance.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover must be at least EUR 200,000 in each of the three preceding years (2023, 2024 and 2025). This must be proven by annual accounts or, if necessary, by a turnover statement signed by a management board member.
Within the last 36 months, the bidder must have experience in planning and implementing at least three outbound visits involving business delegations, including B2B meetings for Estonian companies with partners in the target country. To prove this, the bidder must submit details of the completed contracts, including the contracting party’s name, the date of signature, the contract value where possible, and the public procurement register number if the contract was awarded through public procurement.
The bidder must submit a preliminary visit programme in accordance with the technical specification.
The project manager must have participated, within the last 60 months, in at least two international service projects related to B2B lead generation as project manager and must have been responsible for substantive coordination, information exchange between international parties and the quality delivery of the service. A CV in Form B must be submitted for the project manager.
The expert must have organised at least two projects within the last 60 months for foreign companies seeking to enter the Brazilian market in the food and beverage sector, and those projects must have included B2B meetings. A CV in Form C must be submitted for the expert.
The bid must comply with the procurement documents; conditional bids are not allowed, and equivalence must be explained and supported by evidence where necessary. The bidder must provide the names and personal identification codes of authorised persons, or confirm that no such persons exist; in the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that subcontractors or suppliers linked to the Russian Federation and representing more than 10% of the contract value will not be used, and that no subcontractor subject to replacement under Section 122(7) will be used.
