Compliance requirements

The bidder must confirm that neither the bidder nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, offences related to terrorist acts or terrorist activities, money laundering, financing of terrorism, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where this is allowed. Qualification criteria and exclusion grounds

The bidder must have a total annual turnover of at least EUR 300,000 in each of the last two financial years ended by the start of the procurement. For this tender, the bidder must also have at least 2 service contracts completed during the 36 months before the start of the procurement that are similar to the subject of the tender, each lasting at least 6 months and each with a value of at least EUR 150,000 excluding VAT. Equivalent contracts are any software development resource or development work contracts. The bidder must provide the required turnover data in the ESPD and, for the experience requirement, a list of the relevant contracts with their value, dates and counterparties. If the bidder relies on the resources of another undertaking, the ESPD must also be completed for that undertaking and the bidder must prove that the resources are available and will be used for contract performance. The bidder must also submit the CV form for the development team members and any additional evidence requested in the tender documents.
