Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures to restore reliability. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The tender must comply with the procurement documents, the technical specification and the compliance requirements. The bidder must provide the required contact person details, complete the offer price structure according to the worksheet 'Award criteria and evaluated indicators', submit the technical specification/offer form from Annex I to the tender documents, and provide manufacturer documentation proving product compliance. All offered products must bear the CE marking. The bidder must be ready to provide sample jackets to the contracting authority within 5 working days if requested: 2 jackets of each size for testing. The bidder must also confirm equivalence where equivalent solutions are offered and, if needed, provide a trade secret designation and justification.
