The bidder must confirm that none of the exclusion grounds apply. The contracting authority excludes bidders who are bankrupt, in liquidation or restructuring, whose bankruptcy, liquidation or restructuring proceedings have been initiated, whose business activity is suspended, or who are in a similar situation under the law of their country of establishment. The bidder must also confirm that it has no tax debt or social security contribution debt; for non-Estonian tax residents, extracts from the tax register or an equivalent source from the country of establishment must be provided if required.

The bidder must have had at least EUR 200,000 in total annual turnover in at least one of the last three completed financial years, depending on the date of establishment or start of business. The bidder must also have carried out at least 2 similar construction works in the last 5 years. A similar work means construction of an underground district heating pipeline made of steel pipes with pre-insulated leak-detection signal wires, DN 40...300, with a length of at least 200 linear metres. The bidder must submit the experience form (Form III). The tender documents also require a work schedule, and if the bid is submitted jointly, a power of attorney signed by all joint bidders must be included.
