Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or any other exclusion ground listed in the notice. Where applicable, the bidder must provide the date of conviction, the reason, the convicted person, the duration of exclusion and any self-cleaning measures. The bidder must also confirm that it is not subject to international sanctions and that it does not use subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value. If the information is electronically available, the relevant references or evidence must also be provided.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 100,000. Joint bidders may aggregate turnover. If the bidder relies on the resources of another company, the details of that entity and, where required, its consent and evidence must also be provided. To demonstrate technical and professional capability, the bidder must submit a list of contracts for the sale or leasing of vehicles completed during the last 36 months and matching the buyer’s specified characteristics, including information on value, dates and contracting parties. The contracting authority may request a buyer’s confirmation that the vehicles were sold or leased, and, where reliance on another entity’s resources is used, the corresponding consents. The tender must comply with the technical specification, and the completed price breakdown and technical specification form must be submitted. In the case of a joint tender, a power of attorney and separate ESPDs for all joint bidders are required.
