Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the ESPD and the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last two completed financial years must be at least EUR 450,000. Within the last 36 months, the bidder must have completed at least one similar design contract in which it acted as the main contractor, the designed building or building complex had a closed net floor area of at least 2,000 m², and the work was carried out at least at the preliminary design stage, including architectural, structural, building services, electrical, fire safety and energy performance parts. The bidder must involve a design project manager holding the qualification of ‘Diplomeeritud ehitusinsener, level 7’ or equivalent, with specialisation in building construction and competence in design management or preparation of a building design project, as well as an authorised interior architect, level 7, and an authorised architect, level 7, or equivalent qualifications. If the qualification certificate was issued in Estonia, the contracting authority will verify it in the public professional register; if it was issued abroad, the bidder must provide a document proving recognition by the competent Estonian authority. The tender must comply with all tender document requirements and include the work plan in form 5, the participation application in form 2, the price table in form 3, the CVs in form 4, and, where relevant, explanations and evidence of equivalence. In the case of a joint bid, a power of attorney and a joint liability confirmation under form 8 must be submitted. The bidder must also confirm that neither it nor any entity relied on for qualification is established in the Russian Federation or the Republic of Belarus, and that the offered goods are not subject to international sanctions.
