Compliance requirements
The bidder must not fall under the exclusion grounds in § 95(1) points 1–5 of the Estonian Public Procurement Act: participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or financing of terrorism; enabling illegal employment or violating the conditions for employing a foreign national; illegal use of child labour or human trafficking; tax, fee or environmental charge arrears, or tax and social security contribution arrears; and breach of an international sanction or a sanction of the Government of the Republic. The bidder must confirm that none of these grounds apply.
Qualification criteria and exclusion grounds
The bidder and/or its subcontractor must have properly performed at least one electrical or automation works contract of similar complexity and scope to the subject of the tender within the 60 months preceding the start of the procurement. A list of at least one such contract must be submitted, including its value, dates and the other contracting parties.
For the performance of the works, there must be at least one designer with the professional qualification of a certified electrical or automation engineer at least level 7 and design competence or B-class design competence (equivalent or better). There must also be at least one person managing electrical and automation works with at least the professional qualification of a certified electrical or automation engineer at least level 7 and/or a B-class competence certificate.
The IT specialist used for configuring Siemens PLC S7-1200 systems, adding changes and entering modifications must have completed at least the TIA Portal programming course and have completed at least one project finished within the last five years in the WinCC Unified software environment.
The bidder must submit copies of documents proving the qualifications and competence of the persons responsible for the works. A foreign bidder that does not have such documents issued in Estonia must submit copies of equivalent documents issued under the laws of its country of establishment and a confirmation that it will submit, within one month after signing the contract, the confirmation issued by the Consumer Protection and Technical Regulatory Authority.
The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed. The bidder must also confirm that the offered goods are not the object of an international sanction and do not originate from sanctioned regions.
