Compliance requirements
The bidder must confirm that neither it nor the members of its management or supervisory bodies have been convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning or restored reliability where allowed in the tender. For subcontractors, first-tier subcontractors are checked during contract performance, and if exclusion grounds are found they must be replaced at the contracting authority’s request.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 2 similar public-space construction or reconstruction contracts within the last 60 months, each covering an object of at least 1,000 m². Similar experience means the construction or reconstruction of a publicly used park, town square, playground or sports ground, including road works, playground installation and landscape architectural solutions. The bidder must state a short description of the contracts, the performance period, the client’s contact details and the public procurement reference numbers, and must provide client confirmations if requested by the contracting authority. The bidder must have an ISO 9001 quality management system in the construction field or an equivalent certified quality management system; a copy of the valid certificate must be provided on request. The tender must comply with all requirements set out in the procurement documents and compliance conditions, and conditional tenders are not allowed.
