The bidder or a related person must not be subject to the exclusion grounds set out in Section 95(1)(1–3) of the Public Procurement Act. If such a ground exists, the contracting authority will exclude the bidder from the procedure and will not conclude the contract with them.

The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the bid complies with the tender documents, provide a power of attorney if the signatory authority is not evident, provide a joint-bid power of attorney where applicable, and comply with environmental requirements. The bidder must also indicate what information is confidential business information, but may not mark the bid price or other numerical indicators corresponding to award criteria as confidential.
