Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with power of representation, decision-making or control, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
Within the last 60 months, the bidder must have acted as the main contractor or as a subcontractor carrying out or organising all works and must have completed at least one culvert built or fully reconstructed under a land improvement system design, with a diameter of at least 1600 mm. The work must have been performed properly, and the contracting authority may request confirmation from the client or the main contractor. The bidder must have a responsible specialist, or a person with an equivalent professional qualification, for the works covered by the contract; if the person is not from Estonia, a copy of the operating licence or professional certificate, or other proof of the right to perform the relevant work, must be provided. The bidder must submit the details of the responsible person in the ESPD. The bid must comply with the procurement documents, conditional bids are not allowed, and equivalent solutions must be supported by evidence where necessary.
