Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory body, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. An Estonian bidder must have a valid entry in the e-Business Register; a foreign bidder must submit a certified extract from the relevant register in its country of establishment together with an Estonian translation. For technical capacity, the bidder must have successfully performed at least 2 contracts in the last 36 months for the supply of a similar N3-category truck with a hooklift system and swap body; a similar truck is defined as a truck with a hooklift system and swap body and a registered mass of at least 18 tonnes. As compliance requirements, the bidder must confirm that the tender meets all requirements in the technical specification and tender documents, submit a power of attorney for joint bids where applicable, and disclose business secrets only within the permitted scope. The bidder must also state the delivery time, warranty terms and indicative maintenance costs during the warranty period, and provide evidence of better technical characteristics where applicable.
