Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, the commission of a terrorist act or offences related to terrorist activity. The list continues with other exclusion grounds provided by law. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The machine-readable notice did not set out all exclusion grounds in full; the exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the completed tender submission form provided by the contracting authority. The offered product must comply with the technical specification. The bid must state the offered delivery time in months, counted from order confirmation; the maximum allowed delivery time is 2 months, and delivery must be to the contracting authority’s location in Harjumaa. The delivery cost must be included in the bid price. The offered goods must have a warranty of at least 1 year from handover. If the bid is a joint bid, a power of attorney from the joint bidders must be attached. The bidder must confirm that the bid follows the tender documents, that the bid price is entered in the required structure, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. If the bidder marks any information as trade secret, it must be justified; the bid price and other price-related numerical indicators that are used for evaluation may not be marked as trade secret.
