Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not show the full list of exclusion grounds; the exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
During the 36 months before the start of the procurement, the bidder must have completed at least 1 paid parking service arrangement covering a total of at least 10 operated parking spaces. A list of such contracts must be submitted in the ESPD or required form, including contract value, dates, details of the other contracting parties and procurement reference numbers where applicable. The tender must be submitted electronically via eRHR, in Estonian, in the required format; conditional tenders are not allowed, and equivalent evidence must be provided where relevant. In the case of a joint tender, a power of attorney must be attached. The bid price must be entered in the prescribed structure, and the concession fee may not be below EUR 600 per month excluding VAT.
