Compliance requirements
The bidder and its management are checked against the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and human trafficking. If any ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any remediation conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 3 software development projects in the 36 months before the start of the procurement procedure. At least 1 project must have involved integration with the state information system or inter-organisational data exchange, and at least 1 project must have involved standards-based data exchange. The reference list must include the project name and short description, period, client or partner name and contact details, the bidder’s role, references to the relevant work, and the public procurement reference number if the project was carried out as a result of a procurement.
CVs of the development team must be attached to the tender. The team must include at least a project manager, systems analyst, software architect, software developer, designer and tester. Each role has specific experience requirements: the project manager must have at least 3 years of experience and participation in at least 2 development projects in the last 36 months; the systems analyst must have at least 3 years of experience; the software architect must have at least 3 years of experience; the software developer must have at least 3 years of experience and participation in at least 2 projects in the last 24 months; the designer must have at least 2 years of experience and participation in at least 2 projects in the last 24 months; the tester must have at least 1 year of experience and participation in at least 1 project in the last 12 months. One team member may perform multiple roles if their competence allows it.
