Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or the use of child labour or human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least 2 completed design service contracts that match the contracting authority’s specified characteristics and were completed within the 36 months preceding the start of the procurement. For these references, the bidder must provide a description, total amount, currency, the bidder’s scope of responsibility, contract amount, time period, and customer and contact details, if available. As compliance requirements, the bidder must confirm that the bid meets the requirements set out in the tender documents, conditional bids are not allowed, a joint bid must include a power of attorney from the joint bidders, and business secrets must be identified and justified in the bid.
