Compliance requirements
The bidder must not have tax debts for state taxes, fees or environmental charges, and must not have tax or social security contribution debts under the law of its country of establishment. The bidder must not have a conflict of interest in relation to participation in the tender. The bidder must not be bankrupt, in liquidation or in a similar situation. The bidder must confirm these circumstances in the manner required by the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least three similar references from the last 5 years starting from the publication of the tender, relating to the construction or reconstruction of medium-voltage and low-voltage switchgear for a substation. At least one of the works must have had a value of at least EUR 80,000 excluding VAT. The bidder must provide details of these works: a short description, contract value, performance period, the client’s name, and the client representative’s name, phone number and email address. The bid must comply with the procurement documents, be submitted in the required structure, and include a technical offer for the works to be performed and the equipment to be installed. The construction price form must also be submitted, the bidder must confirm that the works will be completed within 6 months from signing the works contract, and that the bid will remain valid for 6 months from the submission deadline. Any additional technical or form requirements in the tender documents must also be met.
