Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation, corruption, fraud and other statutory grounds. If an exclusion ground applies, the bidder may indicate self-cleaning measures and, where relevant, provide evidence. The machine-readable notice did not include the full list of exclusion grounds; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must provide a technical description for all offered devices, including technical characteristics, dimensions, equipment level and compatibility. If needed, additional technical documents, pictures and links to the manufacturer’s website must be submitted. The bidder must confirm that the maximum delivery time is no later than 31 December 2026. The manufacturer of the offered handheld radios must have spare parts and maintenance capability for at least 36 months after the warranty period ends. The bidder must provide at least a 24-month warranty for the handheld radios and their accessories, and at least a 6-month warranty for batteries. If the bid is joint, a power of attorney for the joint bidders must be attached. The bidder must also submit a list of participating partners and subcontractors with a short description of their roles and responsibilities. The bidder must confirm that any subcontractors and suppliers involved in contract performance are established or resident in Estonia, another EU Member State, another EEA contracting state, or a country that has acceded to the WTO Government Procurement Agreement. The bidder must provide the names and personal identification codes of authorised persons, or confirm that there are none. The machine-readable notice did not contain any more precise qualification or compliance requirements; the rest must be checked in the tender documents.
