Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorist financing, child labour, human trafficking or any other exclusion ground listed in the tender. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice listed the exclusion grounds, but the exact details should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three completed financial years must be at least EUR 300,000. If the bidder relies on the resources of another company, the details of that company and a joint liability statement must also be provided. For technical capacity, the bidder must have completed at least three sales and/or rental contracts for mobile phones and/or tablets within the 36 months before the start of the procurement, with a value of at least EUR 50,000 excluding VAT per contract. A rental contract is considered completed when the devices have been delivered and handed over. The ESPD must include a list of completed contracts with a short description of the contract subject, contract value, dates and the other contracting party’s details. The bid must confirm that the offered devices are new, in original packaging, comply with Estonian standards and the technical specification in the tender documents, and that datasheets and other equivalent evidence are included where necessary. In the case of a joint bid, a power of attorney must be submitted. It must also be confirmed that the offered goods are not subject to international sanctions and that the bid is not conditional.
