Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the required proof of qualification and compliance set out in the tender documents. In particular, the bid must include the joint bidders' power of attorney if the bid is submitted jointly, confirmation that the concept proposal and all submitted documents comply with the tender documents, confirmation that the proposal is anonymous, the required name card form, and the copyright confirmation form. The concept proposal must include the required drawings, diagrams, visualisations, explanatory note and table specified in the tender documents. The team must include at least one specialist who personally takes part in preparing the concept proposal and who is either an architect, landscape architect or spatial environment planner with the required professional qualification or an equivalent qualification under the law of the country of establishment.
