Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm the absence of the listed criminal convictions and other exclusion situations, and may provide self-cleaning evidence where applicable. The machine-readable notice does not give any more specific exclusion requirements; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a team for the work with at least one lead auditor and a sufficient number of pre-audit team members, including auditors and, if needed, technical experts, taking into account the scope and deadlines of the work. The team must meet the requirements set out in point 5 of the technical description. The bidder must also submit a description of the methodology, work organisation and schedule that complies with the technical description, including points 7.3 and 7.4. The bidder must confirm that the bid complies with the tender documents, that any joint bid is accompanied by the required joint bidders’ power of attorney, that the bid price is submitted in the required structure, and that any equivalence is explained and supported by evidence. The machine-readable notice does not include more detailed qualification, suitability or compliance requirements; they must be checked in the tender documents.
