Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements set for the relevant lot(s). For lot 1, the bidder must have achieved annual net turnover of at least EUR 312,000 in the sale, supply and/or installation of professional kitchen equipment in each of the last three financial years ended by the procurement start date. For lot 2, the minimum requirement is EUR 472,000 per year. For lot 3, the minimum requirement is EUR 224,000 per year. For lot 4, the minimum requirement is EUR 318,000 per year. For lot 5, the minimum requirement is EUR 596,000 per year. If the bidder has operated for less than three years, compliance is assessed on the basis of the available financial years. If the bid is submitted for several lots, the turnover must meet the sum of the minimum requirements for those lots; if the aggregated requirement exceeds EUR 1,500,000, the bidder’s net turnover in each of the last three completed financial years must be at least EUR 1,500,000. Annual reports or profit and loss statements that are not yet due for filing or are not available in the Estonian Business Register must be attached to the bid documents. For lot 1, the bidder must also provide at least three similar reference contracts completed within the last 36 months; each contract must have a value of at least EUR 150,000 excluding VAT. For each reference, the bidder must provide the contract performance period, contract value, a short description, a list or description of the supplied equipment, and the client’s name and contact details. The contracting authority has the right to verify the information. The bid must comply with all conditions set out in the procurement documents for the relevant lot, including the technical specification, equipment list, price form and the compliance table. Conditional bids are not allowed. Where the procurement documents refer to standards, technical approvals, trademarks or similar references, they must be understood as meaning “or equivalent”. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and must provide the required confirmations and, where necessary, evidence of equivalence.
