Compliance requirements

The bidder must confirm that neither it nor its management, supervisory or control body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must submit at least 1 previous contract in the field of water monitoring devices. The contract must have been performed for at least EUR 20,000 excluding VAT within the 36 months before the start of the procurement. The bidder must provide the buyer’s name and contact details, a description of the contract subject, the contract performance period and the contract value. If the contract was concluded earlier or is still ongoing, the bidder must state the amount performed during the 36-month period. The tender must include technical information on the manufacturer, model and all technical parameters of the offered device. The offered devices must have a warranty of at least 3 years and the sensors a warranty of at least 2 years; the warranty must cover transport, spare parts, consumables, labour and software updates. During the warranty period, free technical support must be provided on working days by email and phone. For warranty work, the bidder must involve a specialist who has completed the manufacturer’s training in maintenance and repair of the relevant equipment, and the specialist’s details and training certificates must be submitted no later than before contract signature. The tender price must include transport and delivery costs, customs and other taxes, testing of the equipment’s operational readiness and initial training for the contracting authority’s representative. The bidder must also confirm that the tender remains valid for at least 3 months, that it will sign the contract within 5 calendar days after receiving the contracting authority’s signed contract, that in a joint tender a power of attorney and ESPDs for all joint bidders are provided, and that the technical offer complies with the technical specification.
