Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that neither its place of establishment nor its residence is in the Russian Federation or the Republic of Belarus, that subcontractors or suppliers linked to Russia are not involved for more than 10% of the contract value, and that the offered goods are not subject to international sanctions. In the case of a joint bid, an authorised representative must be appointed. The bidder must confirm that the bid does not contain any information that may be marked as trade secret and that the bid is unconditional. The machine-readable notice did not include precise exclusion grounds beyond these confirmations; the official tender documents must be checked for the full list of grounds and any self-cleaning rules.
Qualification criteria and exclusion grounds
The bidder must have properly performed or be performing at least three indoor cleaning contracts for buildings of at least 500 m² during the 36 months before the start of the procurement. The bidder must submit a list of contracts completed during the 36 months before publication of the contract notice, showing experience with cleaning agents that have the EU Ecolabel for hard-surface cleaning products or another EN ISO 14024 Type I ecolabel officially recognised in the European Union, or an equivalent label. If an equivalent label is used, the bidder bears the burden of proving equivalence. If the ecolabel is missing, the bidder must submit an audit by a conformity assessment body or an impartial auditor confirming that the product meets the EU ecolabel criteria, or other documents proving compliance with the relevant ecolabel requirements. The cleaning supervisor must hold a valid qualification as a cleaning service supervisor, level 4, or an equivalent professional certificate based on the EU EQF framework, together with the professional description from the country of issue. The bidder must provide the details of the cleaning supervisor. The bidder must also confirm that the bid complies with the tender documents and, where applicable, that equivalence has been explained and supporting evidence has been attached. The bid must be unconditional. The bidder must submit the completed Annex 4 price form in the required structure. For the cleaning agents used in contract performance, the bidder must provide a list and documents proving compliance with EU ecolabel criteria 1 and 4 for hard-surface cleaning products.
